Advocate Athieammal (Sally) Khan is a distinguished Advocate of the High Court of South Africa, currently practicing as a member of the Pan African Bar Association of Southern Africa (PABASA) at Loftus Chambers in Pretoria. With an extensive career spanning over three decades, Adv. Kahn brings a wealth of legal expertise, leadership, and a deep commitment to social justice and community upliftment, making her an invaluable asset to the Community Transformation Accelerator Program (CTAP).
Her diverse legal practice includes proficiency in civil litigation, labour law, criminal law, family law, administrative law, procurement law, contract law, privacy law, and constitutional law. Adv. Khan’s expertise extends to legislative drafting and the legalities surrounding corporate governance and procurement policies, particularly within the public sector. Over the years, she has earned a reputation for her meticulous approach to legal matters, a deep understanding of regulatory frameworks, and a passion for ensuring compliance and ethical governance.
Adv. Khan's professional journey includes a long and successful tenure with the South African Police Service (SAPS), where she held the position of Divisional Commissioner of Legal Services. In this capacity, she held the rank of Lieutenant General (Deputy Director General) and was responsible for overseeing a wide range of legal and governance functions within the organization. Her leadership experience in SAPS, which spanned from 1983 to 2015, culminated in her acting as the Deputy National Commissioner in Asset and Legal Management, where she managed divisions such as finance, supply chain management, human resources, technology services, and human resource development.
Adv. Khan's academic qualifications are equally impressive, reflecting her commitment to continuous learning and professional growth. She holds a Master of Laws (LLM) in the Law of Contract from the University of Pretoria, a Master’s in Business Administration (MBA) from the Management College of Southern Africa (MANCOSA), and an LLB from the University of South Africa (UNISA). Her academic background, along with numerous additional qualifications in fields ranging from policy development to public finance management, positions her as a well-rounded professional with a broad skill set.
Adv. Khan’s career is defined by her focus on community transformation and the empowerment of previously disadvantaged individuals. Her heart for social justice aligns perfectly with the values of CTAP. She has worked tirelessly to draft and implement compliance frameworks, particularly in relation to the Protection of Personal Information Act (POPIA) and has been instrumental in driving initiatives to improve procurement practices and governance standards. Through her leadership, she has promoted diversity and inclusion, with a focus on women’s empowerment, demonstrated by her service as an executive member of SAPS’ Women’s Network and her active participation in various governance and audit committees.
In her role as Non-Executive Director: Legal Affairs (DLA) at CTAP, Adv. Khan brings her extensive legal acumen to the table, helping to guide the program’s legal strategy and ensure that CTAP’s operations align with the highest standards of compliance and ethical governance. Her legal expertise is critical as CTAP works to transform and uplift communities, particularly those in marginalized areas. Adv. Khan’s appointment strengthens CTAP's efforts to address pressing social issues and fosters sustainable development, especially in relation to the mining sector’s contributions to community upliftment through B-BBEE and CSI initiatives.
Adv. Khan has also been involved in various high-profile investigations and prosecutions, including sexual harassment matters, misconduct investigations, and criminal cases. As a trained mediator and advocate, she has acted as an adjudicator in disciplinary matters, providing fair and impartial decisions while ensuring the proper application of the law.
